1.
NEW
SECTION
.
280.16B
Administration
of
vaccines.
1
1.
For
purposes
of
this
section,
unless
the
context
2
otherwise
requires:
3
a.
“Personnel
authorized
to
administer
vaccines”
means
4
a
school
nurse
or
other
employee
of
a
school
district
or
5
accredited
nonpublic
school
trained
and
authorized
to
6
administer
vaccines.
7
b.
“School
nurse”
means
a
person
who
holds
an
endorsement
8
or
a
statement
of
professional
recognition
for
school
nurses
9
issued
by
the
board
of
educational
examiners
under
chapter
272.

2.
The
board
of
directors
of
a
school
district
and
the
11
authorities
in
charge
of
an
accredited
nonpublic
school
shall
12
not
permit
the
administration
of
vaccines
to
a
student
on
the
13
school
premises
or
through
a
school-sponsored
vaccination
14
effort
by
personnel
authorized
to
administer
vaccines
unless
15
the
student’s
parent
or
guardian
provides
prior
written
16
authorization
to
the
school
for
the
administration
of
each
17
vaccine
administered.
The
student’s
parent
or
guardian
shall
18
be
provided
with
educational
materials
regarding
the
vaccine
19
to
help
the
parent
or
guardian
make
an
informed
decision.
The
20
educational
materials
shall
include
but
are
not
limited
to
21
information
regarding
the
vaccine’s
safety
and
the
possible
22
side
effects
and
adverse
events
related
to
the
vaccine,
and
23
information
regarding
how
to
identify
an
adverse
reaction
24
and
how
to
report
an
adverse
reaction
to
the
vaccine
adverse
25
event
reporting
system
co-managed
by
the
centers
for
disease
26
control
and
prevention
of
the
United
States
department
of
27
health
and
human
services
and
the
United
States
food
and
drug
28
administration.

3.
The
department
of
education,
the
board
of
medicine,
30
the
board
of
nursing,
and
the
board
of
pharmacy
shall,
in
31
consultation
with
an
organization
representing
school
nurses,
32
adopt
rules
pursuant
to
chapter
17A
to
administer
this
section.

the

the
general

This
bill
provides
that
the
board
of
directors
of
a
school
2
district
and
the
authorities
in
charge
of
an
accredited
3
nonpublic
school
shall
not
permit
the
administration
of
4
vaccines
to
a
student
on
the
school
premises
or
through
a
5
school-sponsored
vaccination
effort
by
personnel
authorized
to
6
administer
vaccines
unless
the
student’s
parent
or
guardian
7
provides
to
the
school

authorization
for
the

administration
of
each
vaccine
administered.
The
bill
requires

that
the

vaccine

the

The

bill

the

of

medicine,
the
board
of
nursing,
and
the
board
of
pharmacy,
in

an

to
adopt
administrative
rules
to
administer
the
bill.
