NEW SECTION. 4.15 Constitutionality of statutes. 1 2 Pursuant to the provisions of Article V, section 4 of 1 3 the Constitution of the State of Iowa, the general assembly 1 4 declares that no statute shall be held unconstitutional by a 1 5 court of this state except by the concurrence of at least five 1 6 justices of the supreme court of Iowa. 1 7 Sec. 2. EFFECTIVE DATE. This Act, being deemed of immediate 1 8 importance, takes effect upon enactment. 1 9 EXPLANATION 1 10 The inclusion of this explanation does not constitute agreement with 1 11 the explanation's substance by the members of the general assembly. 1 12 This bill provides that no statute shall be held 1 13 unconstitutional by a court of this state except by the 1 14 concurrence of at least five justices of the supreme court of 1 15 Iowa. 1 16 The bill takes effect upon enactment.
