S.F. 2142 Section 1. Section 483A.8, subsection 3, paragraphs c and e, 1 Code 2022, are amended to read as follows: 2 c. The commission shall annually limit to six seven 3 thousand five hundred the number of nonresidents allowed to 4 have antlered or any sex deer hunting licenses. Seven hundred 5 fifty of the seven thousand five hundred nonresident antlered 6 or any sex deer hunting licenses shall be made available in the 7 drawing established in paragraph “e” for nonresident applicants 8 with zero preference points. Of the six seven thousand five 9 hundred nonresident antlered or any sex deer hunting licenses 10 issued, not more than thirty-five percent of the licenses shall 11 be bow season licenses. After the six seven thousand five 12 hundred antlered or any sex nonresident deer hunting licenses 13 have been issued, all additional licenses shall be issued for 14 antlerless deer only. The commission shall annually determine 15 the number of nonresident antlerless deer only deer hunting 16 licenses that will be available for issuance. 17 e. The commission shall assign one preference point to a 18 nonresident whose application for a nonresident antlered or any 19 sex deer hunting license is denied due to limitations on the 20 number of nonresident antlered or any sex deer hunting licenses 21 available for issuance that year. An additional preference 22 point shall be assigned to that person each subsequent year 23 the person’s license application is denied for that reason. A 24 nonresident may purchase additional preference points pursuant 25 to rules adopted pursuant to section 483A.1 . The first 26 nonresident antlered or any sex deer hunting license drawing 27 each year shall be made from the pool of applicants with zero 28 preference points and shall be limited to seven hundred fifty 29 licenses. The second nonresident antlered or any sex deer 30 hunting license drawing each year shall be made from the pool 31 of applicants with the most preference points and continue 32 to pools of applicants with successively fewer preference 33 points until all available nonresident antlered or any sex deer 34 hunting licenses have been issued. S.F. 2142 receives an antlered or any sex deer hunting license, all of 1 the applicant’s assigned preference points at that time shall 2 be removed. 3 Sec. 2. Section 483A.8, subsection 3, Code 2022, is amended 4 by adding the following new paragraph: 5 NEW PARAGRAPH . f. If a nonresident hunting deer takes an 6 antlerless deer in a zone that is above the population goal 7 determined by the commission by rule, the commission shall 8 assign one preference point to the nonresident, which shall 9 be in addition to any preference points acquired pursuant to 10 paragraph “e” . The department shall determine a method for 11 verifying a harvest pursuant to this paragraph. 12 EXPLANATION 13 The inclusion of this explanation does not constitute agreement with 14 the explanation’s substance by the members of the general assembly. 15 This bill relates to deer hunting licenses available to 16 nonresident hunters. 17 Currently, the natural resource commission (NRC) issues 18 up to 6,000 antlered or any sex deer hunting licenses to 19 nonresidents. The bill increases that amount to 7,500. The 20 bill requires NRC to make 750 of the antlered or any sex deer 21 hunting licenses available to nonresident applicants who have 22 zero preference points. A drawing for those licenses shall 23 occur prior to a drawing in current law for applicants with the 24 most preference points that continues to pools of applicants 25 with successively fewer preference points until all available 26 nonresident antlered or any sex deer hunting licenses have been 27 issued. 28 The bill provides that if a nonresident hunting deer takes 29 an antlerless deer in a zone that is above the population 30 goal determined by NRC, then NRC will assign one preference 31 point to the nonresident, which shall be in addition to any 32 preference points purchased or acquired after failing to obtain 33 an antlered or any sex deer hunting license from a drawing. 34 The department of natural resources shall determine a method 35 -2- LSB 5678XS (2) 89 js/rn 2/ 3
