Section 285.1, Code 2018, is amended by adding 1 2 the following new subsection: 1 3 NEW SUBSECTION. 23. a. The board of directors of a school 1 4 district may extend the one=way riding time for an elementary 1 5 pupil, who is entitled to transportation pursuant to subsection 1 6 1, between the designated stop and the school designated for 1 7 attendance from sixty minutes to seventy=five minutes. 1 8 b. The board of directors of a school district may extend 1 9 the one=way riding time for an elementary or high school pupil, 1 10 who is entitled to transportation pursuant to subsection 1, 1 11 between the designated stop and the school designated for 1 12 attendance beyond seventy=five minutes if the board holds two 1 13 public hearings on a proposed resolution describing the change 1 14 to the bus route, notifies all affected persons of the proposed 1 15 change thirty days before the route change is made, and adopts 1 16 the resolution at the next regularly scheduled board meeting 1 17 following the public hearings. The board shall publish notice 1 18 of the time and place of each public hearing not less than 1 19 ten nor more than twenty days before the public hearing in a 1 20 newspaper of general circulation in the school district and on 1 21 the school district's internet site. 1 22 c. The board of directors of a school district may extend 1 23 the one=way riding time for an elementary or high school pupil, 1 24 who is entitled to transportation pursuant to subsection 1, 1 25 between the designated stop and the school designated for 1 26 attendance or between the pupil's designated attendance center 1 27 and another attendance center for the purposes of meeting 1 28 specific educational needs. 1 29 EXPLANATION 1 30 The inclusion of this explanation does not constitute agreement with 1 31 the explanation's substance by the members of the general assembly. 1 32 This bill authorizes school boards to extend one=way school 1 33 bus riding times for pupils in a number of ways. 1 34 First, a school board may extend the riding time limitation, 1 35 which is established for elementary pupils under rules adopted 2 1 by the state board of education, from 60 minutes to 75 minutes. 2 2 Second, a school board may extend the riding time for an 2 3 elementary or high school pupil beyond 75 minutes if the board 2 4 holds two public hearings on a proposed resolution describing 2 5 the bus route change, publishes notice of the public hearings, 2 6 notifies all affected persons of the proposed change 30 days 2 7 before the route change is made, and adopts the resolution at 2 8 the next regularly scheduled board meeting. 2 9 Finally, a school board may extend the riding time for 2 10 elementary or high school pupils for purposes of meeting 2 11 specific educational needs.
