  1  1    Section 1.  Section 272.7, subsection 1, Code 2018, is
  1  2 amended to read as follows:
  1  3    1.  A license issued under board authority is valid for the
  1  4 period of time for which it is issued, unless the license is
  1  5 suspended or revoked. A license issued by the board is valid
  1  6 until the last day of the practitioner's birth month in the
  1  7 year in which the license expires. No permanent licenses shall
  1  8 be issued. A person employed as a practitioner shall hold a
  1  9 valid license with an endorsement for the type of service for
  1 10 which the person is employed. This section does not limit
  1 11 the duties or powers of a school board to select or discharge
  1 12 practitioners or to terminate practitioners' contracts. A
  1 13 professional development program, except for a program offered
  1 14 by a practitioner preparation institution or area education
  1 15 agency and approved by the state board of education, must
  1 16 possess a valid license for the types of programs offered.

  1 18 The inclusion of this explanation does not constitute agreement with
  1 19 the explanation's substance by the members of the general assembly.
  1 20    This bill eliminates a provision that requires the
  1 21 expiration date of a license issued by the board of educational
  1 22 examiners to be the last day of the license holder's birth
  1 23 month.
