  3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  Section 68B.5A, subsection 4, Code 2018, is
  1  2 amended to read as follows:
  1  3    4.  A Except for a member of the general assembly, a person
  1  4 who is subject to the requirements of subsection 1 shall not
  1  5 within two years after the termination of service or employment
  1  6 become a lobbyist.
  1  7    Sec. 2.  Section 68B.5A, Code 2018, is amended by adding the
  1  8 following new subsection:
  1  9    NEW SUBSECTION.  4A.  A member of the general assembly shall
  1 10 not within five years after the termination of service become
  1 11 a lobbyist.
  1 12                           EXPLANATION
  1 13 The inclusion of this explanation does not constitute agreement with
  1 14 the explanation's substance by the members of the general assembly.
  1 15    This bill relates to lobbying restrictions on former members
  1 16 of the general assembly.  Currently, a member of the general
  1 17 assembly cannot become a lobbyist within two years following
  1 18 the termination of service. A lobbyist is defined in Code
  1 19 section 68B.2, subsection 13, as a person who conducts one of
  1 20 four specified activities. The bill extends the prohibition to
  1 21 five years following the termination of service.
