Senate File 2120 - Introduced SENATE FILE BY ZAUN A BILL FOR 1 An Act relating to Medicaid managed care by requiring 2 the development and use of uniform billing and prior 3 authorization forms. 4 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: TLSB 5911XS (3) 87 pf/rn PAG LIN 1 1 Section 1. MEDICAID MANAGED CARE == DEVELOPMENT AND USE OF 1 2 UNIFORM BILLING AND PRIOR AUTHORIZATION FORMS. The department 1 3 of human services, in collaboration with the Iowa Medicaid 1 4 enterprise and the Medicaid managed care organizations under 1 5 contract with the state, shall develop a uniform billing and 1 6 prior authorization form to be used by all Medicaid managed 1 7 care organizations beginning no later than September 1, 2018. 1 8 The department of human services shall adopt rules pursuant 1 9 to chapter 17A and shall amend all Medicaid managed care 1 10 contracts, as necessary, to administer this section. 1 11 Sec. 2. EFFECTIVE DATE. This Act, being deemed of immediate 1 12 importance, takes effect upon enactment. 1 13 EXPLANATION 1 14 The inclusion of this explanation does not constitute agreement with 1 15 the explanation's substance by the members of the general assembly. 1 16 This bill requires the department of human services (DHS), 1 17 in collaboration with the Iowa Medicaid enterprise and the 1 18 Medicaid managed care organizations under contract with the 1 19 state, to develop a uniform billing and prior authorization 1 20 form to be used by all Medicaid managed care organizations 1 21 beginning no later than September 1, 2018. DHS is required to 1 22 adopt administrative rules and to amend all Medicaid managed 1 23 care contracts, as necessary, to administer the provision. The 1 24 bill takes effect upon enactment.
