S.F. 2102 Section 1. Section 261.110, subsections 2 and 4, Code 2020, 1 are amended to read as follows: 2 2. An Iowa resident or nonresident applicant shall be 3 eligible for a teach Iowa scholar grant if the applicant 4 meets all of the criteria specified under, or established in 5 accordance with, subsection 3 . Priority shall be given first 6 to applicants who are minority persons, then to applicants who 7 are residents of Iowa. A person is ineligible for this program 8 if the person receives a forgivable loan under section 261.111 9 or loan forgiveness under section 261.112 . For purposes of 10 this section, “minority person” means the same as defined in 11 section 15.102. 12 4. A selected applicant who meets all of the eligibility 13 requirements of this section shall be eligible for a teach 14 Iowa scholar grant for each year of full-time employment 15 completed in this state as a teacher for a school district, 16 charter school, area education agency, or accredited nonpublic 17 school. A teach Iowa scholar grant shall not exceed four seven 18 thousand five hundred dollars per year per recipient. Grants 19 awarded under this section shall not exceed a total of twenty 20 thirty-seven thousand five hundred dollars per recipient over 21 a five-year period. If a selected applicant has received a 22 federally guaranteed Stafford loan under the federal family 23 education loan program or the federal direct loan program, 24 a federal direct plus loan, or a federal Perkins loan, the 25 selected applicant may elect to have the commission make 26 payment under the program directly to the selected applicant’s 27 student loan holder. 28 EXPLANATION 29 The inclusion of this explanation does not constitute agreement with 30 the explanation’s substance by the members of the general assembly. 31 This bill modifies the teach Iowa scholar program to give 32 first priority to applicants who are minority persons, with 33 subsequent priority to residents of Iowa, and raises the annual 34 grant limitation from $4,000 to $7,500 and the total grant 35 -1- LSB 5726XS (4) 88 kh/jh 1/ 2
