Senate File 2092 - Introduced SENATE FILE BY CHELGREN A BILL FOR 1 An Act relating to the provision of integrated health home 2 services under Medicaid managed care, and including 3 effective date provisions. 4 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: TLSB 5792XS (3) 87 pf/rh PAG LIN 1 1 Section 1. PROVISION OF INTEGRATED HEALTH HOME SERVICES 1 2 UNDER MEDICAID MANAGED CARE. The department of human services 1 3 shall amend Medicaid managed care contracts and adopt rules 1 4 pursuant to chapter 17A to require all of the following: 1 5 1. That integrated health home services be provided 1 6 in accordance with the state plan amendment, IA=16=013, 1 7 including the requirement that comprehensive care coordination 1 8 services be provided by care coordinators who are part of the 1 9 integrated health home's team of health care professionals 1 10 to meet provider standards and deliver health home services 1 11 to qualified members. Comprehensive care coordination for 1 12 Medicaid members receiving integrated health home services 1 13 shall not be provided in a manner other than through the use of 1 14 integrated health home provider types as specified in the state 1 15 plan amendment, and shall not be provided by the managed care 1 16 organization through internal resources or other contracted 1 17 providers. 1 18 2. That if a Medicaid member is receiving integrated health 1 19 home services, and based on the member's array of services 1 20 would potentially have more than one case manager or care 1 21 coordinator, the member shall be provided the opportunity to 1 22 select the member's own case manager or care coordinator. 1 23 Additionally, such Medicaid member shall be allowed to change 1 24 the integrated health home provider from whom the member 1 25 receives integrated health home services. 1 26 Sec. 2. EFFECTIVE DATE. This Act, being deemed of immediate 1 27 importance, takes effect upon enactment. 1 28 EXPLANATION 1 29 The inclusion of this explanation does not constitute agreement with 1 30 the explanation's substance by the members of the general assembly. 1 31 This bill requires the department of human services (DHS) to 1 32 amend Medicaid managed care contracts to require the following: 1 33 1. That integrated health home services be provided 1 34 in accordance with the state plan amendment, IA=16=013, 1 35 including the requirement that comprehensive care coordination 2 1 services be provided by care coordinators who are part of the 2 2 integrated health home's team of health care professionals 2 3 to meet provider standards and deliver health home services 2 4 to qualified members.
