  1  1    Section 1.  Section 272.10, subsection 2, Code 2016, is
  1  2 amended to read as follows:
  1  3    2.  Licensing fees are payable to the treasurer of state and
  1  4 shall be deposited with the executive director of the board.
  1  5 The executive director shall deposit twenty=five ten percent
  1  6 of the fees collected annually with the treasurer of state and
  1  7 the fees shall be credited to the general fund of the state.
  1  8 The remaining licensing fees collected during the fiscal year
  1  9 shall be retained by and are appropriated to the board for
  1 10 the purposes related to the board's duties. Notwithstanding
  1 11 section 8.33, licensing fees retained by and appropriated to
  1 12 the board pursuant to this section that remain unencumbered or
  1 13 unobligated at the close of the fiscal year shall not revert
  1 14 but shall remain available for expenditure for the activities
  1 15 of the board as provided in this chapter until the close of the
  1 16 succeeding fiscal year.

  1 18 The inclusion of this explanation does not constitute agreement with
  1 19 the explanation's substance by the members of the general assembly.
  1 20    This bill reduces, from 25 percent to 10 percent, the amount
  1 21 of the licensing fees which the executive director of the
  1 22 board of educational examiners is required to deposit with the
  1 23 treasurer of state to be credited to the general fund of the
  1 24 state.
