  1  1    Section 1.  Section 331.433, subsection 2, Code 2016, is
  1  2 amended to read as follows:
  1  3    2.  On or before January 20 of each year, the auditor or
  1  4 other designated official shall compile the various office and
  1  5 department estimates and submit them to the board. In the
  1  6 preparation of the county budget the board may shall consult
  1  7 with any the appropriate officer or department concerning the
  1  8 estimates and requests and may adjust the requests for any
  1  9 county office or department only after consulting with the
  1 10 appropriate officer or department.
  1 11    Sec. 2.  APPLICABILITY.  This Act applies to the preparation
  1 12 of county budgets for fiscal years beginning on or after July
  1 13 1, 2017.
  1 14                           EXPLANATION
  1 15 The inclusion of this explanation does not constitute agreement with
  1 16 the explanation's substance by the members of the general assembly.
  1 17    As part of the county budgeting process, Code section
  1 18 331.433 provides that after the compilation of various county
  1 19 office and department estimates is submitted to the board
  1 20 of supervisors, the board may consult with any officer or
  1 21 departments concerning those estimates and may adjust such
  1 22 requested amounts.  This bill changes the board of supervisors'
  1 23 authorization to consult with officers and departments into
  1 24 a requirement for consultation with the appropriate officer
  1 25 or department concerning the estimates and requests and any
  1 26 adjustments to the estimates and requests.
  1 27    The bill applies to the preparation of county budgets for
  1 28 fiscal years beginning on or after July 1, 2017.
