1 2 hunting deer on public land == identification.
1 3 1. A person shall not place a blind or stand for hunting
1 4 deer on public land unless the blind or stand is affixed with
1 5 and exhibits a metal plate which plainly shows the hunting
1 6 license number of the owner of the blind or stand. For a tree
1 7 blind or stand, the metal plate shall be affixed on the front
1 8 of the foot platform of the blind or stand on the third step up
1 9 from the ground. For a pop=up blind or stand, the metal plate
1 10 shall be affixed to or hung from the zipper head or access hook
1 11 of the pop=up blind or stand.
1 12 2. For purposes of this section, "blind or stand" means
1 13 a device or an enclosure used for concealment while hunting
1 14 deer, constructed either wholly or partially from man=made
1 15 materials, and used by a person who is hunting deer for the
1 16 purpose of hiding from sight. A "blind or stand" is not a
1 17 naturally occurring landscape feature or an arrangement of
1 18 natural or agricultural plant material that a deer hunter uses
1 19 for concealment. The natural resource commission shall adopt
1 20 rules pursuant to chapter 17A to implement this section.

1 27 The inclusion of this explanation does not constitute agreement with
1 28 the explanation's substance by the members of the general assembly.
1 29 This bill requires that a blind or stand placed on public
1 30 land for hunting deer be affixed with and exhibit a metal plate
1 31 which plainly shows the hunting license number of the owner of
1 32 the blind or stand.
1 33 For a tree blind or stand, the metal plate must be affixed
1 34 on the front of the foot platform of the blind or stand on the
1 35 third step up from the ground. For a pop=up blind or stand, the
2 1 metal plate must be affixed to or hung from the zipper head or
2 2 access hook of the blind or stand.
2 3 For purposes of the bill, a "blind or stand" is a device
2 4 or an enclosure used for concealment while hunting deer,
2 5 constructed either wholly or partially from man=made materials,
2 6 and used by a person who is hunting deer for the purpose of
2 7 hiding from sight. A "blind or stand" does not include a
2 8 naturally occurring landscape feature or an arrangement of
2 9 natural or agricultural plant material that a deer hunter uses
2 10 for concealment. The natural resource commission is required
2 11 to adopt rules to implement the provisions of the bill. A
