The license fees are required by 3 33 Article VII, section 9 of the Iowa Constitution and by Code 3 34 section 456A.19 to accrue to the state fish and game protection 3 35 fund and to be expended by the department of natural resources 4 1 solely in carrying on fish and wildlife activities.
