Senate File 187 - Introduced SENATE FILE BY DANIELSON A BILL FOR 1 An Act authorizing the use of school district cash reserve 2 funds for initial year preschool program funding and 3 including effective date and applicability date provisions. 4 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: TLSB 2193SS (3) 87 md/sc PAG LIN 1 1 Section 1. Section 256C.5, subsection 2, paragraph a, Code 1 2 2017, is amended to read as follows: 1 3 a. For the initial school year for which a school district 1 4 approved to participate in the preschool program receives that 1 5 approval and implements the preschool program, the funding for 1 6 the preschool foundation aid payable to that school district 1 7 shall be paid from the appropriation made for that school year 1 8 in section 256C.6, Code 2011, or in another appropriation 1 9 made for purposes of this chapter. For that school year, the 1 10 preschool foundation aid payable to the school district is 1 11 the product of the regular program state cost per pupil for 1 12 the school year multiplied by sixty percent of the school 1 13 district's eligible student enrollment on the date in the 1 14 school year determined by rule. In addition to the amount of 1 15 preschool foundation aid payable to the school district for 1 16 the initial year of implementation, the school district may 1 17 authorize the expenditure of funds from the school district's 1 18 cash reserve in order to meet the program's funding needs in 1 19 the initial year of implementation if the amount needed by the 1 20 school district exceeds the amount of preschool foundation 1 21 aid received by the school district for that initial year of 1 22 implementation. 1 23 Sec. 2. EFFECTIVE UPON ENACTMENT. This Act, being deemed of 1 24 immediate importance, takes effect upon enactment. 1 25 Sec. 3. APPLICABILITY. This Act applies to school budget 1 26 years beginning on or after July 1, 2017. 1 27 EXPLANATION 1 28 The inclusion of this explanation does not constitute agreement with 1 29 the explanation's substance by the members of the general assembly. 1 30 Code section 256C.5 establishes requirements for the funding 1 31 of a school district's approved preschool program during the 1 32 program's initial year of implementation. For the initial 1 33 school year for which a school district approved to participate 1 34 in the preschool program receives that approval and implements 1 35 the preschool program, the funding for the preschool foundation 2 1 aid payable to that school district shall be paid from the 2 2 appropriation made for that school year in Code section 256C.6, 2 3 Code 2011 (appropriations ended with FY 2011), or in another 2 4 appropriation made for purposes of Code chapter 256C. 2 5 This bill provides that in addition to the amount of 2 6 preschool foundation aid payable to the school district for 2 7 the initial year of implementation, a school district may 2 8 authorize the expenditure of funds from the school district's 2 9 cash reserve in order to meet the program's funding needs in 2 10 the initial year of implementation if the amount needed by the 2 11 school district exceeds the amount of preschool foundation 2 12 aid received by the school district for that initial year of 2 13 implementation. 2 14 The bill takes effect upon enactment and applies to school 2 15 budget years beginning on or after July 1, 2017.
