Section
1.
Section
257.8,
subsection
1,
Code
2011,
is
1
amended
to
read
as
follows:

1.
State
percent
of
growth.
The
state
percent
of
growth
3
for
the
budget
year
beginning
July
1,
2009,
is
four
percent.

The
state
percent
of
growth
for
the
budget
year
beginning
July
5
1,
2010,
is
two
percent.
The
state
percent
of
growth
for
the
6
budget
year
beginning
July
1,
2011,
is
two
percent.
The
state
7
percent
of
growth
for
each
subsequent
budget
year
shall
be
8
established
by
statute
which
shall
be
enacted
within
thirty
9
days
of
the
submission
in
the
year
preceding
the
base
year
of
10
the
governor’s
budget
under
section
8.21
.
The
establishment
of
11
the
state
percent
of
growth
for
a
budget
year
shall
be
the
only
12
subject
matter
of
the
bill
which
enacts
the
state
percent
of
13
growth
for
a
budget
year.

Sec.
2.
EFFECTIVE
UPON
ENACTMENT
AND
APPLICABILITY.
This

Act,
being
deemed
of
immediate
importance,
takes
effect
upon
16
enactment
and
is
applicable
for
computing
state
aid
under
the
17
state
school
foundation
program
for
the
school
budget
year
18
beginning
July
1,
2011.

EXPLANATION
20
This
bill
establishes
a
state
percent
of
growth
of
2
21
percent
for
purposes
of
the
state
school
foundation
program
22
for
the
school
budget
year
beginning
July
1,
2011.
The
bill
23
takes
effect
upon
enactment
and
is
applicable
for
state
aid
24
computation
under
the
state
school
foundation
program
for
the
25
school
budget
year
beginning
July
1,
2011.
