S.F. 167 Section 1. Section 257.8, subsection 1, Code 2011, is 1 amended to read as follows: 2 1. State percent of growth. The state percent of growth 3 for the budget year beginning July 1, 2009, is four percent. 4 The state percent of growth for the budget year beginning July 5 1, 2010, is two percent. The state percent of growth for the 6 budget year beginning July 1, 2011, is two percent. The state 7 percent of growth for each subsequent budget year shall be 8 established by statute which shall be enacted within thirty 9 days of the submission in the year preceding the base year of 10 the governor’s budget under section 8.21 . The establishment of 11 the state percent of growth for a budget year shall be the only 12 subject matter of the bill which enacts the state percent of 13 growth for a budget year. 14 Sec. 2. EFFECTIVE UPON ENACTMENT AND APPLICABILITY. This 15 Act, being deemed of immediate importance, takes effect upon 16 enactment and is applicable for computing state aid under the 17 state school foundation program for the school budget year 18 beginning July 1, 2011. 19 EXPLANATION 20 This bill establishes a state percent of growth of 2 21 percent for purposes of the state school foundation program 22 for the school budget year beginning July 1, 2011.
