  1  1    Section 1.  Section 481A.76, Code 2017, is amended to read
  1  2 as follows:
  1  3    481A.76  Unlawful means == exception.
  1  4    It is unlawful, except as otherwise provided, to use on or
  1  5 in the waters of the state any grabhook, snaghook, any kind of
  1  6 a net, seine, trap, firearm, dynamite, or other explosives, or
  1  7 poisonous or stupefying substances, lime, ashes, electricity,
  1  8 or hand fishing in the taking or attempting to take any fish,
  1  9 except that gaffhooks or landing nets may be used to assist in
  1 10 landing fish. The commission shall allow catfish to be taken
  1 11 by hand fishing and may permit other designated fish to be
  1 12 taken by hand fishing, by snagging, by spearing, by bow and
  1 13 arrow, and with artificial light at the times and at the places
  1 14 as determined by rules of the commission.
  1 15                           EXPLANATION
  1 16 The inclusion of this explanation does not constitute agreement with
  1 17 the explanation's substance by the members of the general assembly.
  1 18    This bill requires the natural resource commission to allow
  1 19 catfish to be taken by hand fishing at the times and places
  1 20 determined by the commission by rule.
  1 21    A violation of the bill's provisions is punishable with a
  1 22 scheduled fine of $50.
