  1  1    Section 1.  Section 257.8, subsection 2, Code 2017, is
  1  2 amended to read as follows:
  1  3    2.  Categorical state percent of growth.   The categorical
  1  4 state percent of growth for the budget year beginning July
  1  5 1, 2014, is four percent. The categorical state percent of
  1  6 growth for the budget year beginning July 1, 2015, is one and
  1  7 twenty=five hundredths percent. The categorical state percent
  1  8 of growth for the budget year beginning July 1, 2016, is two
  1  9 and twenty=five hundredths percent.  The categorical state
  1 10 percent of growth for the budget year beginning July 1, 2017,
  1 11 is four percent. The categorical state percent of growth for
  1 12 each budget year shall be established by statute which shall
  1 13 be enacted within thirty days of the submission in the year
  1 14 preceding the base year of the governor's budget under section
  1 15 8.21. The establishment of the categorical state percent of
  1 16 growth for a budget year shall be the only subject matter of
  1 17 the bill which enacts the categorical state percent of growth
  1 18 for a budget year. The categorical state percent of growth
  1 19 may include state percents of growth for the teacher salary
  1 20 supplement, the professional development supplement, the early
  1 21 intervention supplement, and the teacher leadership supplement.
  1 22    Sec. 2.  CODE SECTION 257.8 ==== IMPLEMENTATION.  The
  1 23 requirement of section 257.8, subsection 2, regarding the
  1 24 enactment of bills establishing the categorical state percent
  1 25 of growth within thirty days of the submission in the year
  1 26 preceding the base year of the governor's budget does not apply
  1 27 to this Act.
  1 28    Sec. 3.  EFFECTIVE UPON ENACTMENT.  This Act, being deemed of
  1 29 immediate importance, takes effect upon enactment.
  1 30                           EXPLANATION
  1 31 The inclusion of this explanation does not constitute agreement with
  1 32 the explanation's substance by the members of the general assembly.
  1 33    This bill establishes a categorical state percent of growth
  1 34 of 4 percent for the school budget year beginning July 1,
  1 35 2017. The categorical state percent of growth is used to
  2  1 calculate the amount of supplemental state aid for each of the
  2  2 categorical funding supplements.
  2  3    The requirement of Code section 257.8(2) regarding the
  2  4 enactment of bills establishing the categorical state percent
  2  5 of growth within 30 days of the submission in the year
  2  6 preceding the base year of the governor's budget does not apply
  2  7 to the bill.
  2  8    The bill takes effect upon enactment.
