Section
1.
GERIATRIC
HOUSING
——
REQUEST
FOR
PROPOSALS.
The
1
department
on
aging
and
the
departments
of
human
services,
2
inspections
and
appeals,
and
corrections,
cooperatively,
3
shall
develop
and
issue
a
request
for
proposals
to
solicit
4
potential
operators
for
a
facility
in
the
state
for
geriatric
5
persons,
including
geriatric
individuals
who
are
registered
6
on
the
sex
offender
registry
or
who
are
sexually
aggressive.
7
The
request
for
proposals
shall
provide
for
the
operation
of
8
such
a
facility
based
on
the
recommendations
of
the
geriatric
9
patient
housing
review
report
submitted
to
the
governor
and
10
the
general
assembly
on
December
14,
2018,
pursuant
to
2018
11
Iowa
Acts,
chapter
1165,
section
117,
and
specifically
option
12
one
of
the
report
recommendations
whereby
a
private
provider
13
would
operate
within
an
existing
vacant
state
facility
and
14
option
two
of
the
report
recommendations
whereby
the
state
15
would
appropriate
funding
for
a
private
provider
to
operate
a
16
facility
program
for
the
targeted
individuals.
The
department
17
on
aging
shall
submit
a
progress
report
to
the
governor
and
the
18
general
assembly
by
October
1,
2019,
which
shall
include
the
19
date
of
issuance
of
the
request
for
proposals
and
any
responses
20
received.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
23
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
department
on
aging
and
the
25
departments
of
human
services,
inspections
and
appeals,
and
26
corrections,
cooperatively,
to
develop
and
issue
a
request
for
27
proposals
(RFP)
to
solicit
potential
operators
of
a
facility
28
in
the
state
for
geriatric
persons,
including
geriatric
29
individuals
who
are
registered
on
the
sex
offender
registry
30
or
who
are
sexually
aggressive.
The
RFP
shall
provide
for
31
operation
of
the
facility
based
on
the
recommendations
included
32
in
the
geriatric
patient
housing
review
report
submitted
to
33
the
governor
and
the
general
assembly
on
December
14,
2018,

pursuant
to
2018
legislation
that
required
the
review
by
