  1  1    Section 1.  DEPARTMENT OF HUMAN SERVICES DIRECTIVE ==
  1  2 TRANSITION FROM HEALTH INSURANCE PREMIUM PAYMENT PROGRAM TO
  1  3 FEE=FOR=SERVICE MEDICAID COVERAGE.  The department of human
  1  4 services shall adopt rules to provide that at any time a
  1  5 health plan or policy, under which an individual eligible
  1  6 for the medical assistance program is receiving coverage
  1  7 through the health insurance premium payment program, is no
  1  8 longer available to or cost=effective for the individual,
  1  9 the individual shall transition to fee=for=service Medicaid
  1 10 coverage rather than Medicaid managed care coverage as long as
  1 11 the individual remains eligible for medical assistance program
  1 12 coverage.

  1 14 The inclusion of this explanation does not constitute agreement with
  1 15 the explanation's substance by the members of the general assembly.
  1 16    This bill directs the department of human services to
  1 17 adopt rules to provide that if a Medicaid=eligible individual
  1 18 is enrolled in a health plan or policy through the health
  1 19 insurance premium payment program and the health plan coverage
  1 20 becomes unavailable or is no longer cost=effective, the
  1 21 individual is to transition to fee=for=service Medicaid
  1 22 coverage rather than Medicaid managed care coverage as long as
  1 23 the individual remains eligible for medical assistance program
  1 24 coverage.
