  3    utilities board in lieu of existing reporting requirements.

  1  1    Section 1.  Section 476.6, subsection 15, paragraph c, Code
  1  2 2017, is amended by adding the following new subparagraph:
  1  3    NEW SUBPARAGRAPH.  (5)  Gas and electric utilities that are
  1  4 not required to be rate=regulated under this chapter may submit
  1  5 to the board any forms or reports required by and prepared
  1  6 for a federal agency in lieu of the reports required under
  1  7 this paragraph "c", so long as the utility otherwise complies
  1  8 with the requirements of this paragraph "c" and such forms or
  1  9 reports include information relating to the utility's energy
  1 10 efficiency. Filings made pursuant to this subparagraph (5)
  1 11 shall be deemed to meet the filing requirements of section
  1 12 476.1A, subsection 1, paragraph "g", and section 476.1B,
  1 13 subsection 1, paragraph "l".
  1 14                           EXPLANATION
  1 15 The inclusion of this explanation does not constitute agreement with
  1 16 the explanation's substance by the members of the general assembly.
  1 17    Code section 476.6(15)(c) requires gas and electric
  1 18 utilities that are not required to be rate=regulated under Code
  1 19 chapter 476 to submit certain reports to the Iowa utilities
  1 20 board relating to their energy efficiency.
  1 21    This bill allows gas and electric utilities that are not
  1 22 required to be rate=regulated to submit federally required
  1 23 forms or reports to the utilities board in lieu of the reports
  1 24 required under Code section 476.6(15)(c), so long as the
  1 25 utility otherwise complies with Code section 476.6(15)(c)
  1 26 and such forms or reports include information about the
  1 27 utility's energy efficiency. A form or report filed under the
  1 28 bill is deemed to comply with Code sections 476.1A(1)(g) and
  1 29 476.1B(1)(l).
