1.
Section
24.2A,
subsection
4,
Code
2024,
is
1
amended
by
adding
the
following
new
paragraph:

PARAGRAPH
.
d.
This
subsection
shall
not
apply
to
a
city
3
with
a
population
less
than
one
thousand.

Sec.
2.
APPLICABILITY.
This
Act
applies
to
budgets
for
5
fiscal
years
beginning
on
or
after
July
1,
2025.

EXPLANATION
7
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
8
the
explanation’s
substance
by
the
members
of
the
general
assembly.

Under
current
law,
each
school
district,
county,
and
city
10
(political
subdivision)
of
the
state
must
set
a
time
and
place
11
for
a
public
hearing
on
the
political
subdivision’s
proposed
12
property
tax
amount
for
a
budget
year.
This
public
hearing
13
must
be
separate
from
any
other
meeting
of
the
governing
body
14
of
the
political
subdivision,
including
any
other
meeting
or
15
public
hearing
relating
to
the
political
subdivision’s
budget,
16
and
other
business
of
the
political
subdivision
that
is
not
17
related
to
the
proposed
property
tax
shall
not
be
conducted
at
18
the
public
hearing.
19
This
bill
exempts
each
city
with
a
population
of
less
than
20
1,000
from
the
requirement
to
hold
a
hearing
relating
to
a
21
proposed
property
tax
for
a
budget
year.
22
The
bill
applies
to
budgets
for
fiscal
years
beginning
on
or
23
after
July
1,
2025.
