H.F. _____ Section 1. Section 34A.7A, subsection 5, paragraph a, Code 1 2022, is amended to read as follows: 2 a. The program manager, in consultation with the 911 3 communications council and the auditor of state, shall 4 establish a methodology for determining and collecting 5 comprehensive public safety answering point cost and expense 6 data through the county joint 911 service boards. The 7 methodology shall include the collection of data for all direct 8 costs and expenses related to the operation of a public safety 9 answering point and account for the extent to which identified 10 costs and expenses are compensated for or addressed through 911 11 surcharges versus other sources of funding. 12 EXPLANATION 13 The inclusion of this explanation does not constitute agreement with 14 the explanation’s substance by the members of the general assembly. 15 This bill relates to public safety answering point cost and 16 expense data collected from county joint 911 service boards. 17 The bill amends current law relating to the collection 18 of data from a public safety communications facility that 19 receives 911 calls. The bill provides that the 911 program 20 manager appointed by the director of the department of homeland 21 security and emergency management, in consultation with the 22 911 communications council and the auditor of state, shall 23 establish a methodology for determining and collecting public 24 safety answering point cost and expense data through the county 25 joint 911 service boards, which shall include the collection 26 of data for only direct costs and expenses related to the 27 operation of a public safety answering point, and shall account 28 for the extent to which identified costs and expenses are 29 compensated for or addressed through 911 surcharges versus 30 other sources of funding. 31 -1- LSB 5612YC (2) 89 as/rh 1/ 1
