H.F. _____ Section 1. INTERNET EXCHANGE POINT FEASIBILITY STUDY. The 1 office of the chief information officer and the Iowa economic 2 development authority shall jointly conduct a feasibility study 3 regarding the construction and installation of an internet 4 exchange point. The office and the authority shall assess a 5 timeline to construct and install an internet exchange point, 6 the cost to construct and install an internet exchange point, 7 internet exchange point maintenance requirements, internet 8 exchange point maintenance costs, internet exchange point 9 upgrade costs, upgrades recommended to be performed on an 10 internet exchange point, and the optimum number of internet 11 exchange points for the state. The office and the commission 12 shall submit a report, including findings and recommendations, 13 to the general assembly by December 15, 2022. 14 EXPLANATION 15 The inclusion of this explanation does not constitute agreement with 16 the explanation’s substance by the members of the general assembly. 17 This bill directs the office of the chief information 18 officer and the Iowa economic development authority to jointly 19 conduct a feasibility study relating to internet exchange 20 points. The bill requires the office and the authority to 21 assess a timeline to construct and install an internet exchange 22 point, internet exchange point construction and installation 23 costs, internet exchange point maintenance requirements, 24 internet exchange point maintenance costs, internet exchange 25 point upgrade costs, upgrades recommended to be performed on 26 an internet exchange point, and the optimum number of internet 27 exchange points for the state.
