1.
STATE
BOARD

SPRING
1
GRADUATION
COMMENCEMENTS
AT
STATE
UNIVERSITIES
IN
FY
2
2020-2021.
The
institutions
of
higher
learning
governed
by
3
the
state
board
of
regents
shall
hold
the
spring
graduation
4
commencement
ceremonies
as
regularly
scheduled
in
May
and
in
5
person
during
the
fiscal
year
ending
June
30,
2021,
and
shall
6
allow,
at
a
minimum,
each
student
graduating
at
the
ceremony
to
7
choose
at
least
two
individuals
who
shall
be
admitted
to
the
8
ceremony.
Each
such
institution
may
establish
protocols
for
9
the
control
and
prevention
of
COVID-19,
as
deemed
necessary
10
by
the
institution,
at
the
spring
graduation
commencement
11
ceremonies.

Sec.
2.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
13
importance,
takes
effect
upon
enactment.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
16
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
state
universities
to
hold
the
spring
18
graduation
commencement
ceremonies
as
regularly
scheduled
in
19
May
and
in
person
during
the
fiscal
year
ending
June
30,
2021,
20
and
shall
allow,
at
a
minimum,
each
graduate
to
choose
at
21
least
two
individuals
who
shall
be
admitted
to
the
ceremony.

The
universities
may
