H.F. _____ Section 1. Section 262.9, Code 2021, is amended by adding 1 the following new subsection: 2 NEW SUBSECTION . 39. Direct the institutions of higher 3 learning under its control to publish on the institution’s 4 internet site the course syllabus for each organized 5 undergraduate and graduate level course offered for credit by 6 the institution by the first day of classes. Each syllabus 7 published shall, at a minimum, provide a brief description of 8 each major course requirement, including each major assignment 9 and examination; list any required or recommended reading; and 10 provide a general description of the subject matter of any 11 lecture or discussion. If the instructor makes substantive 12 changes to a course, the syllabus shall be updated as soon 13 as reasonably possible. The institution shall continue to 14 make the syllabus available on the institution’s internet site 15 until at least the second anniversary of the date on which the 16 institution initially posted the syllabus. 17 EXPLANATION 18 The inclusion of this explanation does not constitute agreement with 19 the explanation’s substance by the members of the general assembly. 20 This bill directs the state board of regents to require 21 that the course syllabus for each course offered by a state 22 university be published on the state university’s internet site 23 by the first day of classes. 24 Each syllabus must, at least, provide a brief description of 25 each major course requirement, list any required or recommended 26 reading, and provide a general description of the subject 27 matter of any lecture or discussion. Updates to the syllabus 28 must be posted as soon as reasonably possible and the syllabus 29 must be available on the institution’s internet site for at 30 least two years following the initial posting. 31 -1- LSB 2164YC (1) 89 kh/jh 1/ 1
