consortium
of
schools
may
include
a

district,
a
school
district
school
attendance
center,
or

an
accredited
nonpublic
school,
or
any
combination
thereof.

transitional
coaching
authorization
issued
by

the
board
of
educational
examiners.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
board
of
educational
examiners
to
24
issue
a
transitional
coaching
authorization
to
an
individual
25
who
is
at
least
18
years
of
age
and
who
provides
verification
26
of
an
offer
of
a
coaching
position
by
a
school
or
by
a
27
consortium
of
schools,
but
who
has
not
completed
the
coursework
28
required
for
a
coaching
authorization.
A
transitional
coaching
29
authorization
is
valid
for
not
more
than
one
year,
shall
not
30
be
renewed,
and
is
valid
only
in
the
school
or
consortium
31
of
schools
offering
the
coaching
position.
A
consortium
of
32
schools
may
include
a
school,
district,
a
school
district
33
attendance
center,
or
an
accredited
nonpublic
school,
or
any
34
combination
thereof.

In
employing
a
head
coach
or
assistant
coach,
the
Code
1
requires
each
school
district
to
consider
applicants
in
a
2
priority
order,
with
teachers
having
first
priority
and
persons
3
with
a
coaching
authorization
second.
To
this
priority
list,
4
the
bill
adds
in
the
third
position
those
individuals
who
5
possess
a
transitional
coaching
authorization.
6
Currently,
the
coursework
needed
for
a
full
coaching
7
authorization
includes
successful
completion
of
five
semester
8
credit
hours
or
50
contact
hours
in
courses
relating
to
9
knowledge
and
understanding
of
the
structure
and
function
of
10
the
human
body
in
relation
to
physical
activity;
to
knowledge
11
and
understanding
of
human
growth
and
development
of
children
12
and
youth
in
relation
to
physical
activity;
to
knowledge
and
13
understanding
of
the
prevention
and
care
of
athletic
injuries
14
and
medical
and
safety
problems
relating
to
physical
activity;
15
and
to
knowledge
and
understanding
of
the
techniques
and
theory
16
of
coaching
interscholastic
athletics.
