Section
261.12,
subsection
1,
Code
2015,
is
1
amended
to
read
as
follows:

1.
The
amount
of
a
tuition
grant
to
a
qualified
full-time
3
student
for
the
fall
and
spring
semesters,
or
the
trimester
4
equivalent,
shall
be
the
amount
of
the
student’s
financial
need
5
for
that
period.
However,
a
tuition
grant
shall
not
exceed
the
6
lesser
of:
7
a.
The
total
tuition
and
mandatory
fees
for
that
student
8
for
two
semesters
or
the
trimester
or
quarter
equivalent,
less
9
the
base
amount
determined
annually
by
the
college
student
10
aid
commission,
which
base
amount
shall
be
within
ten
dollars
11
of
the
average
tuition
for
two
semesters
or
the
trimester
12
equivalent
of
undergraduate
study
at
the
state
universities
13
under
the
board
of
regents,
but
in
any
event
the
base
amount
14
shall
not
be
less
than
four
hundred
dollars
;
or
15
b.
For
the
fiscal
year
beginning
July
1,
2013,
and
for
each
16
following
fiscal
year,
five
thousand
dollars
.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
removes
the
$5,000
cap
on
the
amount
of
an
Iowa
21
tuition
grant
that
may
be
awarded
by
the
college
student
aid
22
commission
to
a
qualified
student
enrolled
full
time
at
an
23
accredited
private
institution.
“Qualified
student”
is
defined
24
in
current
law
as
a
resident
student
who
has
established
25
financial
need
and
who
is
making
satisfactory
progress
toward
26
graduation.
