                    HOUSE RESOLUTION NO.    
                              BY  STAED
  1  1 A Resolution encouraging each Iowa school district to
  1  2    establish student liaisons to its school board.
  1  3    WHEREAS, student liaisons can benefit school boards
  1  4 by providing student perspectives and observations to
  1  5 the school board; and
  1  6    WHEREAS, encouraging students to advocate for
  1  7 student interests at school board meetings through
  1  8 a student liaison engages students in the education
  1  9 policies that affect students' daily lives and can
  1 10 potentially lead to positive changes in school district
  1 11 policies and procedures; and
  1 12    WHEREAS, involving students as school board
  1 13 liaisons affords such students the opportunity to gain
  1 14 meaningful experience in local politics, to increase
  1 15 their civic engagement, and to make them effective,
  1 16 upstanding citizens; and
  1 17    WHEREAS, student liaisons can provide school
  1 18 administration and school board members with an
  1 19 accurate picture of student life and describe from the
  1 20 student viewpoint the effects school board actions have
  1 21 on the students enrolled in the district; and
  1 22    WHEREAS, the Governor's appointment of a nonvoting
  1 23 student member of the Iowa Board of Education offers
  1 24 a working example of the benefits of fostering
  1 25 student participation in the process of developing and
  1 26 monitoring the implementation of education policy; NOW
  1 27 THEREFORE,
  1 28    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, That
  2  1 the House of Representatives recognizes and supports
  2  2 the need for student participation in the development
  2  3 and implementation of education policy at the local
  2  4 level, and encourages each Iowa school district to
  2  5 establish student liaisons to its school board.
