                    HOUSE RESOLUTION NO.    
        BY  ANDERSON, STAED, MASCHER, KURTH, MEYER, LENSING,
         WINCKLER, COHOON, BEARINGER, T. TAYLOR, OURTH, and
                               KEARNS
  1  1 A Resolution recognizing the importance of access
  1  2    to the Iowa State Capitol in encouraging public
  1  3    involvement in the legislative process.
  1  4    WHEREAS, the First Amendment to the Constitution of
  1  5 the United States guarantees the right of the people
  1  6 peaceably to assemble, and to petition the government
  1  7 for a redress of grievances; and
  1  8    WHEREAS, critical to exercising these First
  1  9 Amendment rights is the ability of the public to make
  1 10 their concerns and grievances known directly to their
  1 11 elected representatives; and
  1 12    WHEREAS, the Iowa State Capitol, as the seat of
  1 13 government, is where each session of the Iowa General
  1 14 Assembly is held; and
  1 15    WHEREAS, public engagement and involvement in
  1 16 the legislative process through the ability of the
  1 17 public to directly contact and engage their elected
  1 18 representatives at the Iowa State Capitol should be
  1 19 encouraged and facilitated; and
  1 20    WHEREAS, reasonable access to the Iowa State
  1 21 Capitol and the grounds surrounding the Capitol
  1 22 provides an efficient way for the public to become
  1 23 involved in the legislative process by making their
  1 24 concerns and grievances known directly to their elected
  1 25 representatives; and
  1 26    WHEREAS, any unreasonable financial and other
  2  1 restrictions should not be imposed on members of the
  2  2 public seeking access to the Iowa State Capitol and
  2  3 the grounds surrounding the Capitol for the purpose of
  2  4 public engagement and involvement in the legislative
  2  5 process; NOW THEREFORE,
  2  6    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, That
  2  7 the House of Representatives strongly affirms that
  2  8 access to the Iowa State Capitol by the public seeking
  2  9 involvement in the legislative process is essential to
  2 10 the public's exercise of their First Amendment rights
  2 11 of assembly and petition and should be facilitated and
  2 12 not be unreasonably restricted.
