WHEREAS,
minorities
make
up
a
disproportionate
share
4
of
persons
incarcerated
in
county
jails
and
prisons
in
5
this
state;
and
6
WHEREAS,
this
disparity
has
existed
for
many
years
7
and
has
negatively
impacted
many
minority
communities
8
throughout
the
state;
and
9
WHEREAS,
a
review
of
the
incarceration
practices
10
in
this
state
and
in
particular
the
impact
of
11
incarceration
on
minority
populations
should
be
12
conducted;
and
13
WHEREAS,
the
review
of
racial
disparity
in
14
incarceration
rates
should
include
a
review
of
the
15
entire
criminal
justice
system
that
potentially
impacts
16
incarceration
rates
including
but
not
limited
to
17
arrests,
prosecutions,
sentences,
and
offenses
with
the
18
greatest
impact
on
minority
communities;
and
19
WHEREAS,
the
interim
committee
should
include
20
legislators,
the
attorney
general,
a
county
attorney,
21
a
peace
officer
from
a
city
with
a
population
greater
22
than
100,000,
a
peace
officer
from
a
city
with
a
23
population
between
10,000
and
100,000,
a
peace
officer
24
from
a
city
with
a
population
of
10,000
or
less,
a
25
representative
of
the
department
of
human
rights,
a
26
representative
of
the
Iowa
civil
rights
commission,
27
a
representative
of
the
American
civil
liberties

NOW
THEREFORE,

BE
IT
RESOLVED
BY
THE
HOUSE
OF
REPRESENTATIVES,
That

the
legislative
council
is
requested
to
establish
a
5
legislative
interim
study
committee
on
racial
disparity
6
in
incarceration
rates
for
the
2014
legislative
interim
7
to
review
the
reasons
for
such
a
disparity
and
to
make
8
recommendations
and
to
file
a
final
report
with
the
9
general
assembly
by
January
15,
2015.
