TAYLOR, BEARINGER, KEARNS, OURTH, SMITH, ABDUL=SAMAD, STUTSMAN, WINCKLER, LENSING, STAED, GAINES, THEDE, MASCHER, and HANSON HOUSE JOINT RESOLUTION 1 A Joint Resolution proposing an amendment to the Constitution 2 of the State of Iowa restricting the use of revenues derived 3 from a certain increase in the state sales and use tax rates 4 for school infrastructure purposes. 5 BE IT RESOLVED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: TLSB 5643YH (4) 86 md/rj PAG LIN 1 1 Section 1. The following amendment to the Constitution of 1 2 the State of Iowa is proposed: 1 3 Article VII of the Constitution of the State of Iowa is 1 4 amended by adopting the following new section: 1 5 School infrastructure revenues. SEC. 11. Beginning July 1, 1 6 2019, all revenue derived from the increase in the state sales 1 7 or use tax rate from five to six percent as established in 2008 1 8 Iowa Acts, chapter 1134, and until December 31, 2029, or a 1 9 later date established by law, shall be used exclusively for 1 10 purposes of funding school district infrastructure needs or for 1 11 providing school district property tax relief as the general 1 12 assembly may provide by law. 1 13 Sec. 2. REFERRAL AND PUBLICATION. The foregoing proposed 1 14 amendment to the Constitution of the State of Iowa is referred 1 15 to the general assembly to be chosen at the next general 1 16 election for members of the general assembly, and the secretary 1 17 of state is directed to cause the proposed amendment to be 1 18 published for three consecutive months previous to the date of 1 19 the election as provided by law. 1 20 EXPLANATION 1 21 The inclusion of this explanation does not constitute agreement with 1 22 the explanation's substance by the members of the general assembly. 1 23 This joint resolution proposes an amendment to the 1 24 Constitution of the State of Iowa. The amendment provides that 1 25 beginning July 1, 2919, all revenue derived from the increase 1 26 in the state sales or use tax rate from 5 to 6 percent as 1 27 established in 2008 Iowa Acts, chapter 1134, and until December 1 28 31, 2029, or a later date established by law, shall be used 1 29 exclusively for funding school district infrastructure needs or 1 30 for providing school district property tax relief as general 1 31 assembly may provide by law. 1 32 The resolution, if adopted, will be referred to the next 1 33 general assembly.
