Section
1.
The
following
amendment
to
the
Constitution
of
1
the
State
of
Iowa
is
proposed:

Article
I
of
the
Constitution
of
the
State
of
Iowa
is
amended
3
by
adding
the
following
new
section:

Sec.
26.
Right
to
read.
The
general
assembly
shall
make
5
no
law
restricting
the
books
or
other
written
materials
used
6
to
instruct
students
in
elementary
schools,
secondary
schools,
7
universities,
or
any
other
educational
institution.
8
The
general
assembly
shall
make
no
law
restricting
the
9
books
or
other
written
materials
available
to
students
in
10
the
libraries
of
any
elementary
school,
secondary
school,
11
university,
or
any
other
educational
institution.

Sec.
2.
REFERRAL
AND
PUBLICATION.
The
foregoing
proposed
13
amendment
to
the
Constitution
of
the
State
of
Iowa
is
referred
14
to
the
general
assembly
to
be
chosen
at
the
next
general
15
election
for
members
of
the
general
assembly,
and
shall
be
16
published
as
provided
by
law
for
three
months
previous
to
the
17
date
of
that
election.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
20
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
joint
resolution
proposes
an
amendment
to
the
22
Constitution
of
the
State
of
Iowa
relating
to
the
right
to
23
read
and
restrictions
relating
to
written
materials
used
in
24
educational
institutions.

The
joint
resolution
prohibits
the
general
assembly
from
26
making
any
law
that
restricts
the
books
or
other
written
27
materials
used
to
instruct
students
in
elementary
schools,
28
secondary
schools,
universities,
or
any
other
educational
29
institution.
The
joint
resolution
also
prohibits
the
general
30
assembly
from
making
any
law
that
restricts
the
books
or
other
31
written
materials
available
to
students
in
the
libraries
of
any
32
elementary
school,
secondary
school,
university,
or
any
other
33
educational
institution.

The
resolution,
if
adopted,
would
be
published
and
then
