1.
NEW
SECTION

Voluntary
contribution
——

public
safety
agencies.

1.
For
each
application
for
vehicle
registration
renewal,
3
the
county
treasurer
or
the
department
shall
request
through
4
use
of
a
written
form,
and
if
the
application
is
made
in
5
person,
through
verbal
communication,
that
an
applicant
make
a
6
voluntary
contribution
of
one
dollar
or
more,
computed
to
the
7
nearest
whole
dollar,
to
an
entity
designated
in
subsection
2
8
or
another
public
safety
agency
as
defined
in
section
34.1.

2.
The
applicant
may
designate
the
voluntary
contribution
10
to
go
to
a
local
police
department,
an
office
of
a
county
11
sheriff,
a
local
emergency
medical
service
provider,
a
local
12
fire
department,
the
division
of
state
patrol
of
the
department
13
of
public
safety,
or
another
public
safety
agency,
or
a
14
combination
of
such
entities
provided
each
entity
receives
one
15
dollar
or
more,
computed
to
the
nearest
whole
dollar.

One
hundred
percent
of
the
moneys
collected
by
the
17
county
and
one
hundred
percent
of
the
moneys
collected
by
the
18
department
in
the
form
of
contributions
shall
be
remitted
to
19
the
applicable
entity
as
designated
by
the
applicant.

4.
The
department
shall
adopt
rules
pursuant
to
chapter
17A
21
to
administer
this
section.

2.
Section
331.557,
subsection
1,
Code
2021,
is
amended

to
read
as
follows:

1.
Issue,
renew,
and
replace
lost
or
damaged
vehicle
25
registration
cards
or
plates
and
issue
and
transfer
26
certificates
of
title
for
vehicles
,
and
collect
voluntary
27
contributions,
as
provided
in
sections
321.17
to
through
28
321.52
.

The
inclusion
of
this
explanation
does

constitute
agreement
with

the

by
the
members
of
the
general
assembly.

This
bill
requires
the
department
of
transportation
and

county
treasurers
to
request
that
a
person
make
a
voluntary

contribution
of
$1
or
more,
computed
to
the
nearest
whole

the
person’s
choice
of
a
local
or
state
public

safety
agency
when
renewing
the
registration
of
a
vehicle.

Public
safety
agency
means
a
functional
unit
of
a
public
agency
3
that
provides
fire
fighting,
law
enforcement,
ambulance,
4
medical,
or
other
emergency
services,
including
but
not
limited
5
to
entities
such
as
a
local
police
department,
an
office
of
a
6
county
sheriff,
a
local
emergency
medical
service
provider,
a
7
local
fire
department,
and
the
division
of
state
patrol
of
the
8
department
of
public
safety.
A
person
may
elect
to
contribute
9
to
more
than
one
public
safety
agency
if
each
agency
receives
10
at
least
$1.
