  1  1    Section 1.  Section 483A.9A, subsection 2, Code 2015, is
  1  2 amended by striking the subsection.
  1  3    Sec. 2.  Section 483A.12, subsection 2, Code 2015, is amended
  1  4 to read as follows:
  1  5    2.  A license agent shall retain a writing fee of fifty
  1  6 cents from the sale of each license or combination package of
  1  7 licenses except that the writing fee for a free deer or wild
  1  8 turkey hunting license, as authorized under section 483A.24,
  1  9 subsection 2, shall be one dollar.  The writing fee for a
  1 10 combination package of licenses or a multi=year license shall
  1 11 be the same as if each annual license was purchased separately.
  1 12  If a county recorder is a license agent, the writing fees
  1 13 retained by the county recorder shall be deposited in the
  1 14 general fund of the county.
  1 15                           EXPLANATION
  1 16 The inclusion of this explanation does not constitute agreement with
  1 17 the explanation's substance by the members of the general assembly.
  1 18    This bill provides that the writing fee retained by a license
  1 19 agent that issues combination hunting and fishing licenses
  1 20 shall be the same as if each annual license was purchased
  1 21 separately.  Currently, the writing fee of 50 cents from the
  1 22 sale of a combination package of licenses is the same as for
  1 23 the purchase of a single annual license.  The natural resource
  1 24 commission offers three=year hunting or fishing licenses and
  1 25 combination one=year hunting and fishing licenses.
  1 26    Code section 483A.9A(2), which requires that the total cost
  1 27 of combination packages of licenses must be less than the
  1 28 total cost of the licenses if each was purchased separately,
  1 29 is stricken.
