Section 257.1, subsection 2, paragraph b, Code 1 2 2015, is amended to read as follows: 1 3 b. For the budget year commencing July 1, 1999, and for each 1 4 succeeding budget year the regular program foundation base per 1 5 pupil is eighty=seven and five=tenths percent of the regular 1 6 program state cost per pupil. For the budget year commencing 1 7 July 1, 1991, and for each succeeding budget year the special 1 8 education support services foundation base is seventy=nine 1 9 percent of the special education support services state cost 1 10 per pupil. The combined foundation base is the sum of the 1 11 regular program foundation base, the special education support 1 12 services foundation base, the total teacher salary supplement 1 13 district cost, the total professional development supplement 1 14 district cost, the total early intervention supplement district 1 15 cost, the total teacher leadership supplement district cost, 1 16 the total STEM supplement district cost, the total area 1 17 education agency teacher salary supplement district cost, 1 18 and the total area education agency professional development 1 19 supplement district cost. 1 20 Sec. 2. Section 257.1, subsection 3, Code 2015, is amended 1 21 to read as follows: 1 22 3. Computations rounded. In making computations and 1 23 payments under this chapter, except in the case of computations 1 24 relating to funding of special education support services, 1 25 media services, and educational services provided through the 1 26 area education agencies, and the teacher salary supplement, the 1 27 professional development supplement, the early intervention 1 28 supplement,andthe teacher leadership supplement, and the STEM 1 29 supplement, the department of management shall round amounts to 1 30 the nearest whole dollar. 1 31 Sec. 3. Section 257.4, subsection 1, paragraph a, Code 2015, 1 32 is amended by adding the following new subparagraph: 1 33 NEW SUBPARAGRAPH. (10) The total STEM supplement district 1 34 cost. 1 35 Sec. 4. Section 257.8, subsection 2, Code 2015, is amended 2 1 to read as follows: 2 2 2. Categorical state percent of growth. The categorical 2 3 state percent of growth for the budget year beginning July 2 4 1, 2012, is two percent. The categorical state percent of 2 5 growth for the budget year beginning July 1, 2013, is two 2 6 percent. The categorical state percent of growth for the 2 7 budget year beginning July 1, 2014, is four percent. The 2 8 categorical state percent of growth for each budget year shall 2 9 be established by statute which shall be enacted within thirty 2 10 days of the submission in the year preceding the base year of 2 11 the governor's budget under section 8.21. The establishment 2 12 of the categorical state percent of growth for a budget year 2 13 shall be the only subject matter of the bill which enacts the 2 14 categorical state percent of growth for a budget year. The 2 15 categorical state percent of growth may include state percents 2 16 of growth for the teacher salary supplement, the professional 2 17 development supplement, the early intervention supplement,and2 18 the teacher leadership supplement, and the STEM supplement. 2 19 Sec. 5. Section 257.9, Code 2015, is amended by adding the 2 20 following new subsection: 2 21 NEW SUBSECTION. 12. STEM supplement state cost per 2 22 pupil. The STEM supplement state cost per pupil amount for 2 23 the budget year beginning July 1, 2016, shall be twenty=five 2 24 dollars. The STEM supplement state cost per pupil for the 2 25 budget year beginning July 1, 2017, and succeeding budget 2 26 years, shall be the STEM supplement state cost per pupil for 2 27 the base year plus a supplemental state aid amount that is 2 28 equal to the STEM supplement categorical state percent of 2 29 growth, pursuant to section 257.8, subsection 2, for the budget 2 30 year, multiplied by the STEM supplement state cost per pupil 2 31 for the base year. 2 32 Sec. 6. Section 257.10, subsection 8, paragraph a, Code 2 33 2015, is amended to read as follows: 2 34 a. Combined district cost is the sum of the regular 2 35 program district cost per pupil multiplied by the weighted 3 1 enrollment, the special education support services district 3 2 cost, the total teacher salary supplement district cost, the 3 3 total professional development supplement district cost, the 3 4 total early intervention supplement district cost,andthe 3 5 total teacher leadership supplement district cost, and the 3 6 STEM supplement district cost, plus the sum of the additional 3 7 district cost allocated to the district to fund media services 3 8 and educational services provided through the area education 3 9 agency, the area education agency total teacher salary 3 10 supplement district cost and the area education agency total 3 11 professional development supplement district cost. 3 12 Sec. 7. Section 257.10, Code 2015, is amended by adding the 3 13 following new subsection: 3 14 NEW SUBSECTION. 13. STEM supplement cost per pupil and 3 15 district cost. 3 16 a. The STEM supplement district cost per pupil amount for 3 17 the budget year beginning July 1, 2016, shall be twenty=five 3 18 dollars. For the budget year beginning July 1, 2017, and 3 19 succeeding budget years, the STEM supplement district cost per 3 20 pupil for each school district for a budget year is the STEM 3 21 supplement program district cost per pupil for the base year 3 22 plus the STEM supplement supplemental state aid amount for the 3 23 budget year. 3 24 b. The STEM supplement district cost is the STEM supplement 3 25 district cost per pupil for each school district for a budget 3 26 year multiplied by that portion of the school district's budget 3 27 enrollment that is grades nine through twelve. 3 28 c. Funds calculated under this subsection shall be used 3 29 by the school district to provide rigorous and innovative 3 30 classes and instruction in the fields of science, technology, 3 31 engineering, and mathematics for grades nine through twelve. 3 32 Sec. 8. Section 257.16, subsection 4, Code 2015, is amended 3 33 to read as follows: 3 34 4. Notwithstanding any provision to the contrary, if 3 35 the governor orders budget reductions in accordance with 4 1 section 8.31, the teacher salary supplement district cost, 4 2 the professional development supplement district cost, the 4 3 early intervention supplement district cost,andthe teacher 4 4 leadership supplement district cost, and the STEM supplement 4 5 district cost as calculated under section 257.10, subsections 4 6 9, 10, 11,and12, and 13, and the area education agency 4 7 teacher salary supplement district cost and the area education 4 8 agency professional development supplement district cost 4 9 as calculated under section 257.37A, subsections 1 and 2, 4 10 shall be paid in full as calculated and the reductions in the 4 11 appropriations provided in accordance with this section shall 4 12 be reduced from the remaining moneys appropriated pursuant 4 13 to this section and shall be distributed on a per pupil 4 14 basis calculated with the weighted enrollment determined in 4 15 accordance with section 257.6, subsection 5. 4 16 Sec. 9. APPLICABILITY. This Act applies to school budget 4 17 years beginning on or after July 1, 2016. 4 18 EXPLANATION 4 19 The inclusion of this explanation does not constitute agreement with 4 20 the explanation's substance by the members of the general assembly. 4 21 This bill establishes a STEM (science, technology, 4 22 engineering, mathematics) categorical funding supplement for 4 23 school districts. The bill establishes a STEM supplement state 4 24 cost per pupil amount for the budget year beginning July 1, 4 25 2016, in the amount of $25. The STEM supplement state cost 4 26 per pupil for the budget year beginning July 1, 2017, and 4 27 succeeding budget years, is the sum of the STEM supplement 4 28 state cost per pupil for the base year plus a supplemental 4 29 state aid amount that is equal to the STEM supplement 4 30 categorical state percent of growth for the budget year, 4 31 multiplied by the STEM supplement state cost per pupil for the 4 32 base year. 4 33 In addition, the bill establishes a STEM supplement district 4 34 cost per pupil amount for the budget year beginning July 1, 4 35 2016, in the amount of $25. For the budget year beginning 5 1 July 1, 2017, and succeeding budget years, the STEM supplement 5 2 district cost per pupil for each school district for a budget 5 3 year is the STEM supplement program district cost per pupil 5 4 for the base year plus the STEM supplement supplemental state 5 5 aid amount for the budget year. Under the bill, the STEM 5 6 supplement district cost is the STEM supplement district cost 5 7 per pupil for each school district for a budget year multiplied 5 8 by that portion of the school district's budget enrollment that 5 9 is grades 9 through 12. 5 10 The bill requires that funds received by a school district 5 11 from the STEM supplement be used by the school district to 5 12 provide rigorous and innovative classes and instruction in the 5 13 fields of science, technology, engineering, and mathematics for 5 14 grades 9 through 12. 5 15 The bill applies to school budget years beginning on or after 5 16 July 1, 2016.
