  1  1    Section 1.  ALTERNATE ENERGY PRODUCTION ==== EXPANSION ====
  1  2 STUDY.
  1  3    1.  The utilities board of the utilities division of the
  1  4 department of commerce, in consultation with the economic
  1  5 development authority, shall conduct a study to determine
  1  6 effective strategies for expanding alternate energy production
  1  7 in this state.  Strategies may include but are not limited
  1  8 to additional tax credits or modification of the level of or
  1  9 duration of existing tax credits, expedited approval and sample
  1 10 interconnection agreements, and the development or expansion of
  1 11 grant and loan programs designed to facilitate alternate energy
  1 12 production.
  1 13    2.  The board shall submit recommendations resulting from
  1 14 the study to the members of the general assembly by January 1,
  1 15 2016.
  1 16                           EXPLANATION
  1 17 The inclusion of this explanation does not constitute agreement with
  1 18 the explanation's substance by the members of the general assembly.
  1 19    This bill directs the Iowa utilities board, in consultation
  1 20 with the economic development authority, to conduct a study to
  1 21 determine effective strategies for expanding alternate energy
  1 22 production in this state.  The bill states that strategies
  1 23 may include but are not limited to additional tax credits
  1 24 or modification of the level of or duration of existing
  1 25 tax credits, expedited approval and sample interconnection
  1 26 agreements, and the development or expansion of grant and loan
  1 27 programs designed to facilitate alternate energy production.
  1 28    The bill requires the board to submit recommendations
  1 29 resulting from the study to the members of the general assembly
  1 30 by January 1, 2016.
