H.F. 574 Section 1. Section 20.3, subsection 11, Code 2021, is 1 amended by adding the following new paragraph: 2 NEW PARAGRAPH . g. An individual employed for the purpose of 3 plowing snow. 4 Sec. 2. APPLICABILITY. This Act applies to collective 5 bargaining procedures pursuant to chapter 20 initiated on or 6 after the effective date of this Act. 7 EXPLANATION 8 The inclusion of this explanation does not constitute agreement with 9 the explanation’s substance by the members of the general assembly. 10 This bill designates individuals employed for the purposed 11 of plowing snow as public safety employees for the purposes of 12 collective bargaining pursuant to Code chapter 20, the public 13 employment relations Act. Code chapter 20 and Code chapter 14 400 include collective bargaining procedures specifically 15 applicable to public safety employees that are not applicable 16 to other public employees, including procedures relating to 17 the scope of collective bargaining negotiations, arbitration 18 procedures, and certain matters relating to city civil service 19 employment. 20 The bill applies to collective bargaining procedures 21 pursuant to Code chapter 20 initiated on or after the effective 22 date of the bill. 23 -1- LSB 2390YH (2) 89 je/rn 1/ 1
