Section 321.194, subsection 1, paragraph 1 2 a, subparagraph (1), Code 2015, is amended by striking the 1 3 subparagraph and inserting in lieu thereof the following: 1 4 (1) During the hours of 5:00 a.m. to 10:00 p.m. over the 1 5 most direct and accessible route between any of the following: 1 6 (a) The licensee's residence and schools of enrollment. 1 7 (b) The licensee's residence and the closest school bus stop 1 8 or stop for a public transportation service. 1 9 (c) The licensee's schools of enrollment, for the purpose 1 10 of attending duly scheduled courses of instruction and 1 11 extracurricular activities within the school district. 1 12 (d) The licensee's residence or schools of enrollment and 1 13 any other location within the licensee's school district, for 1 14 the purpose of participating in an extracurricular activity 1 15 recognized by an organization registered with the department of 1 16 education for the purposes of extracurricular interscholastic 1 17 competition. If the extracurricular activity is conducted 1 18 under a sharing agreement between the licensee's school of 1 19 enrollment and a school in a contiguous school district, the 1 20 licensee may also travel to any location within the contiguous 1 21 school district for the purpose of participating in the 1 22 extracurricular activity. 1 23 Sec. 2. Section 321.194, subsection 1, paragraph a, 1 24 subparagraph (2), Code 2015, is amended by striking the 1 25 subparagraph. 1 26 Sec. 3. Section 321.194, subsection 1, paragraph a, 1 27 subparagraphs (3) and (4), Code 2015, are amended to read as 1 28 follows: 1 29(3)(2) To a service station for the purpose of refueling, 1 30 so long as the service station is the station closest to the 1 31 route the licensee is traveling on under subparagraph (1)or 1 32 (2). 1 33(4)(3) At any time when the licensee is accompanied in 1 34 accordance with section 321.180B, subsection 1. 1 35 EXPLANATION 2 1 The inclusion of this explanation does not constitute agreement with 2 2 the explanation's substance by the members of the general assembly. 2 3 This bill relates to the use of special minors' driver's 2 4 licenses to travel to extracurricular activities not held at a 2 5 school. 2 6 Current law provides that during the hours of 5:00 a.m. to 2 7 10:00 p.m., a licensee may travel from the licensee's residence 2 8 or school of enrollment to another school for the purpose of 2 9 participating in extracurricular activities conducted under a 2 10 sharing agreement with the licensee's school of enrollment. 2 11 The bill reorganizes the structure of the Code provision 2 12 to enhance readability. In addition, the bill expands the 2 13 provision to allow a licensee to travel to any location within 2 14 the licensee's school district at which an extracurricular 2 15 activity is being held for the purpose of participating in 2 16 the activity. If the extracurricular activity is conducted 2 17 under a sharing agreement between the licensee's school of 2 18 enrollment and a school in a contiguous school district, the 2 19 licensee may also travel to any location within the contiguous 2 20 school district for the purpose of participating in the 2 21 extracurricular activity. 2 22 The bill also expands the provision to include all 2 23 extracurricular activities recognized by organizations 2 24 registered with the department of education for the purposes 2 25 of extracurricular interscholastic competition. Those 2 26 organizations currently include the Iowa high school athletic 2 27 association, the Iowa girls' high school athletic union, the 2 28 Iowa high school music association, the Iowa high school speech 2 29 association, and the unified Iowa high school activities 2 30 federation.
