  2 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  Section 144.13A, subsection 4, paragraph b, Code
  1  2 2015, is amended to read as follows:
  1  3    b.  It is the intent of the general assembly that the funds
  1  4 generated from the fees as established under section 144.46
  1  5 for the mailing of the certified copy of the birth certificate
  1  6 be appropriated and used to support the distribution of the
  1  7 automatic birth certificate and the implementation of the
  1  8 electronic birth certificate system.  It is further the intent
  1  9 of the general assembly that there be access to all birth
  1 10 records available through the electronic birth certificate
  1 11 system, including all records provided in accordance with
  1 12 section 144.13 or section 144.14 and birth records that are
  1 13 prepared and delivered to parents named in an adoption decree
  1 14 pursuant to section 600.13, subsection 5.

  1 16 The inclusion of this explanation does not constitute agreement with
  1 17 the explanation's substance by the members of the general assembly.
  1 18    This bill relates to the electronic birth certificate
  1 19 system. The bill provides that it  is the intent of the general
  1 20 assembly that there be access to all birth records through the
  1 21 system, including birth records that are prepared and delivered
  1 22 to parents named in an adoption decree.
