  1  1    Section 1.  Section 284.5, subsection 2, Code 2015, is
  1  2 amended to read as follows:
  1  3    2.  a.  Each Except as provided in paragraph "b", each school
  1  4 district and area education agency shall provide a beginning
  1  5 teacher mentoring and induction program for all teachers who
  1  6 are beginning teachers, and notwithstanding section 284.4,
  1  7 subsection 1, a school district and an area education agency
  1  8 shall be eligible to receive moneys under section 284.13,
  1  9 subsection 1, paragraph "b", for purposes of implementing a
  1 10 beginning teacher mentoring and induction program in accordance
  1 11 with this section.
  1 12    b.  If a school district  receives teacher leadership
  1 13 supplemental aid payments pursuant to section 257.10,
  1 14 subsection 12, or section 284.13, subsection 1, paragraph "e",
  1 15 for purposes of implementing a framework or comparable system
  1 16 approved pursuant to section 284.15, subsection 6, the school
  1 17 district is ineligible to receive funds under section 284.13,
  1 18 subsection 1, paragraph "b", for purposes of implementing a
  1 19 beginning teacher mentoring and induction program plan.
  1 20    Sec. 2.  Section 284.13, subsection 1, paragraph b, Code
  1 21 2015, is amended to read as follows:
  1 22    b.  For the fiscal year beginning July 1, 2014 2015, and
  1 23 ending June 30, 2015 2016, an amount up to four one million
  1 24 twenty=one six hundred seventy=three thousand eight one hundred
  1 25 seventy=five dollars for first=year and second=year beginning
  1 26 teachers, to the department of education for distribution to
  1 27 school districts and area education agencies for purposes of
  1 28 the beginning teacher mentoring and induction programs as
  1 29 provided in section 284.5. A school district or area education
  1 30 agency shall receive one thousand three hundred dollars per
  1 31 beginning teacher participating in the program. If the funds
  1 32 appropriated for the program are insufficient to pay mentors,
  1 33 school districts, and area education agencies as provided
  1 34 in this paragraph, the department shall prorate the amount
  1 35 distributed to school districts and area education agencies
  2  1 based upon the amount appropriated. Moneys received by a
  2  2 school district or area education agency pursuant to this
  2  3 paragraph shall be expended to provide each mentor with an
  2  4 award of five hundred dollars per semester, at a minimum,
  2  5 for participation in the school district's or area education
  2  6 agency's beginning teacher mentoring and induction program;
  2  7 to implement the plan; and to pay any applicable costs of the
  2  8 employer's share of contributions to federal social security
  2  9 and the Iowa public employees' retirement system or a pension
  2 10 and annuity retirement system established under chapter 294,
  2 11 for such amounts paid by the district or area education agency.
  2 12                           EXPLANATION
  2 13 The inclusion of this explanation does not constitute agreement with
  2 14 the explanation's substance by the members of the general assembly.
  2 15    This bill provides that a school district is ineligible
  2 16 to receive moneys allocated under the student achievement
  2 17 and teacher quality program for purposes of implementing a
  2 18 beginning teacher mentoring and induction program plan if that
  2 19 school district receives teacher leadership supplemental aid
  2 20 payments for implementing the career paths, leadership roles,
  2 21 and compensation framework or a comparable system approved
  2 22 by the department of education. The bill also updates the
  2 23 Iowa Code provision that provides for the allocation of moneys
  2 24 for purposes of the beginning teacher mentoring and induction
  2 25 program for the 2015=2016 fiscal year.
