  3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  Section 321.178, subsection 1, paragraph a,
  1  2 unnumbered paragraph 1, Code 2017, is amended to read as
  1  3 follows:
  1  4    An approved driver education course as programmed by the
  1  5 department shall consist of at least thirty clock hours of
  1  6 classroom instruction, of which no more than one hundred eighty
  1  7 minutes shall be provided to a student in a single day, and six
  1  8 or more clock hours of laboratory instruction of which at least
  1  9 three clock hours shall consist of street or highway driving.
  1 10 An approved driver education course shall last not less than
  1 11 three weeks, and the required clock hours of classroom and
  1 12 laboratory instruction shall be distributed in equal amounts,
  1 13 or as equal as practicable, among all weeks of the course.
  1 14  Classroom instruction shall include all of the following:

  1 16 The inclusion of this explanation does not constitute agreement with
  1 17 the explanation's substance by the members of the general assembly.
  1 18    This bill requires approved driver education courses to
  1 19 last not less than three weeks, and requires the clock hours
  1 20 of classroom and laboratory instruction to be distributed in
  1 21 equal amounts, or as equal as practicable, among all weeks of
  1 22 the course.
