as

Rules

management

rules

1.
The
commission
shall
adopt
all
the
necessary
rules,

pursuant
to
chapter
17A
,
for
the
preservation
of
order
and
6
enforcement
of
discipline,
the
promotion
of
health
and
7
well-being
of
all
the
members
and
the
management
and
control
of
8
the
home
and
its
grounds.

2.
Operations
at
the
Iowa
veterans
home
shall
not
10
substantially
terminate
without
first
receiving
a
majority
vote
11
of
both
houses
of
the
general
assembly.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
14
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
prohibits
the
substantial
termination
of
16
operations
at
the
Iowa
veterans
home
without
first
receiving
a
17
majority
vote
of
both
houses
of
the
general
assembly.
