Section
20.3,
subsection
11,
Code
2023,
is

amended
by
adding
the
following
new
paragraph:

g.
A
correctional
officer
employed
by
the

Iowa
department
of
corrections.

Sec.
2.
APPLICABILITY.
This
Act
applies
to
collective
5
bargaining
procedures
pursuant
to
chapter
20
initiated
on
or
6
after
the
effective
date
of
this
Act.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
9
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
designates
correctional
officers
employed
by
the
11
Iowa
department
of
corrections
as
public
safety
employees
12
for
the
purposes
of
Code
chapter
20,
the
public
employment
13
relations
Act.
Code
chapter
20
and
Code
chapter
400
include
14
collective
bargaining
procedures
specifically
applicable
15
to
public
safety
employees
that
are
not
applicable
to
other
16
public
employees,
including
procedures
relating
to
the
scope
of
17
collective
bargaining
negotiations,
arbitration
procedures,
and
18
certain
matters
relating
to
city
civil
service
employment.
19
The
bill
applies
to
collective
bargaining
procedures
20
pursuant
to
Code
chapter
20
initiated
on
or
after
the
effective
21
date
of
the
bill.
