  4 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  Section 256A.3, subsection 5, Code 2015, is
  1  2 amended by adding the following new paragraph:
  1  3    NEW PARAGRAPH.  c.  Each member of the teaching staff
  1  4 employed to provide educational services for at=risk
  1  5 three=year=old and four=year=old children by a child care
  1  6 program receiving a grant under this subsection shall have
  1  7 a minimum of a baccalaureate degree in early childhood
  1  8 education, child development, elementary education, or early
  1  9 childhood special education which encompasses child development
  1 10 and learning of children from birth through kindergarten;
  1 11 family and community relationships; observing, documenting,
  1 12 and assessing young children; teaching and learning; and
  1 13 professional practices and development.  The child care program
  1 14 shall also annually make available, and require each member
  1 15 of the teaching staff to complete, at least fifteen hours of
  1 16 professional development opportunities.
  1 17                           EXPLANATION
  1 18 The inclusion of this explanation does not constitute agreement with
  1 19 the explanation's substance by the members of the general assembly.
  1 20    This bill requires each member of the teaching staff
  1 21 employed to provide educational services to at=risk
  1 22 three=year=old and four=year=old children by a child
  1 23 care program receiving a grant from the child development
  1 24 coordinating council to have a minimum of a baccalaureate
  1 25 degree in early childhood education, child development,
  1 26 elementary education, or early childhood special education.
  1 27 The child care program must also annually make available at
  1 28 least 15 hours of professional development opportunities and
  1 29 require each member of the teaching staff to complete such
  1 30 professional development.
