Section
1.
MEDICAID
MANAGED
CARE
——
TRANSITION
TO
SINGULAR
1
MANAGED
CARE
ORGANIZATION
——
ENTIRE
LONG-TERM
SERVICES
AND

SUPPORTS
POPULATION.
The
department
of
human
services
shall
3
do
all
of
the
following:
4
1.
Assign
the
entire
long-term
services
and
supports
5
population
for
administration
of
the
Iowa
high
quality
6
health
care
initiative
to
a
singular
Medicaid
managed
care
7
organization
that
has
an
existing
Medicaid
managed
care
8
contract
with
the
state
and
had
a
Medicaid
managed
care
9
membership
in
December
2018
of
between
one
hundred
eighty-five
10
thousand
and
two
hundred
twenty
thousand.
11
2.
Provide
written
notice
in
accordance
with
the
12
termination
provisions
of
the
contract,
to
the
other
Medicaid
13
managed
care
organizations
with
whom
the
department
has
14
executed
a
contract
to
administer
the
Iowa
high
quality
health
15
care
initiative,
to
terminate
such
contracts
as
applicable
to
16
the
Medicaid
long-term
services
and
supports
population.
The
17
termination
shall
be
effective
upon
the
date
of
transition
of
18
all
long-term
services
and
supports
members
to
the
singular
19
Medicaid
managed
care
organization
serving
the
entire
long-term
20
services
and
supports
population.

3.
Develop
a
plan
for
the
transition
of
administration
of
22
the
Iowa
high
quality
health
care
initiative
for
the
long-term
23
services
and
supports
population
to
the
singular
Medicaid
24
managed
care
organization
and
submit
the
transition
plan
to
25
the
council
on
human
services
and
to
the
medical
assistance
26
advisory
council
for
review.
27
4.
Seek
any
Medicaid
state
plan
or
waiver
amendments
28
necessary
to
complete
the
transition.
29
Sec.
2.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
30
importance,
takes
effect
upon
enactment.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
department
of
human
services
(DHS)

assign
the
entire
long-term
services
and
supports
(LTSS)
1
population
for
administration
of
the
Iowa
high
quality
2
health
care
initiative
to
a
singular
Medicaid
managed
care
3
organization
(MCO)
that
has
an
existing
Medicaid
managed
4
care
contract
with
the
state
and
had
a
Medicaid
managed
care
5
membership
in
December
2018
of
between
185,000
and
220,000.
6
DHS
is
required
to
provide
written
notice
in
accordance
with
7
the
termination
provisions
of
the
contract,
to
the
other
8
MCOs
with
whom
DHS
has
executed
a
contract,
to
terminate
9
such
contracts
as
applicable
to
the
LTSS
population.
The
10
termination
is
effective
upon
the
date
of
transition
of
all
11
LTSS
members
to
the
singular
MCO.
DHS
is
also
required
to
12
develop
a
plan
for
the
transition
of
the
LTSS
population
to
the
13
singular
MCO,
to
submit
the
transition
plan
to
the
council
on
14
human
services
and
to
the
medical
assistance
advisory
council
15
for
review,
and
to
seek
any
Medicaid
state
plan
or
waiver
16
amendments
necessary
to
complete
the
transition.
The
bill
17
takes
effect
upon
enactment.
