House File 460 - Introduced HOUSE FILE BY PETTENGILL A BILL FOR 1 An Act relating to the cultural grants program administered by 2 the department of cultural affairs that provides operating 3 budget support to certain cultural organizations. 4 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: TLSB 1992YH (2) 86 ad/nh PAG LIN 1 1 Section 1. Section 303.3, subsection 2, Code 2015, is 1 2 amended to read as follows: 1 3 2. a. The department shall establish a grant program 1 4 which provides general operating budget support to major, 1 5 multidisciplined cultural organizations which demonstrate 1 6 cultural and managerial excellence on a continuing basis to the 1 7 citizens of Iowa. Applicant organizations must be incorporated 1 8 under chapter 504, be exempt from federal taxation, and not 1 9 be attached or affiliated with an educational institution. 1 10 Eligible organizations shall be operated on a year=round basis 1 11 and employ at least one full=time, paid professional staff 1 12 member. The department shall establish criteria for review and 1 13 approval of grant applications. Criteria established shall 1 14 include, but are not limited to, a matching funds requirement. 1 15 The matching funds requirement shall permit an applicant 1 16 to meet the matching requirement by demonstrating that the 1 17 applicant's budget contains funds, other than state and federal 1 18 funds, in excess of the grant award. 1 19 b. An organization receiving a grant pursuant to this 1 20 subsection shall not use the funds received on travel expenses 1 21 or professional development. 1 22 c. An organization receiving a grant pursuant to this 1 23 subsection shall file a report with the department within 1 24 forty=five days after the end of the organization's fiscal 1 25 year. The report shall include information on the expenditure 1 26 of the grant moneys and other information as determined by the 1 27 department by rule. 1 28 EXPLANATION 1 29 The inclusion of this explanation does not constitute agreement with 1 30 the explanation's substance by the members of the general assembly. 1 31 This bill concerns the cultural grant program administered 1 32 by the department of cultural affairs that provides general 1 33 operating budget support to certain cultural organizations. 1 34 The bill prohibits an organization receiving a cultural grant 1 35 under the program from using the funds for travel expenses 2 1 or professional development. The bill also requires the 2 2 organization to file a report detailing the expenditures of the 2 3 grant money with the department of cultural affairs within 45 2 4 days of the end of the organization's fiscal year.
