H.F. 458 Section 1. EDNA GRIFFIN —— CAPITOL COMPLEX STATUE. 1 1. The department of administrative services, in 2 consultation with the capitol planning commission, shall 3 authorize the placement of a statue or suitable monument on 4 the capitol complex grounds honoring civil rights leader Edna 5 Griffin subject to the requirements of this section. The 6 deadline for raising sufficient funds and developing a statue 7 or suitable monument to honor Edna Griffin shall be June 30, 8 2024. 9 2. The commission on the status of African Americans, 10 in consultation with the department of cultural affairs and 11 the capitol planning commission, shall be responsible for 12 developing and recommending a statue or suitable monument 13 honoring Edna Griffin. 14 3. An Edna Griffin capitol complex statue fund is 15 established in the state treasury under the control of and 16 administered by the department of cultural affairs. The 17 department may accept gifts, grants, bequests, and other 18 private contributions and shall deposit the moneys in the fund 19 to be used for the development and construction of an Edna 20 Griffin statue or suitable monument on the capitol complex 21 grounds. Moneys in the fund are appropriated and may be used 22 for the purposes of this section. However, if sufficient funds 23 for developing a statue or suitable monument to honor Edna 24 Griffin are not raised by June 30, 2024, moneys in the fund are 25 appropriated to the department of cultural affairs and used for 26 educational purposes concerning Edna Griffin. 27 EXPLANATION 28 The inclusion of this explanation does not constitute agreement with 29 the explanation’s substance by the members of the general assembly. 30 This bill requires the department of administrative 31 services, in consultation with the capitol planning commission, 32 to authorize the placement of a statue or suitable monument 33 on the capitol complex grounds honoring civil rights leader 34 Edna Griffin. H.F. 458 developing a statue or suitable monument is June 30, 2024. The 1 bill provides that the commission on the status of African 2 Americans shall be responsible for developing and recommending 3 a statue or suitable monument honoring Edna Griffin. The bill 4 further establishes an Edna Griffin capitol complex statue 5 fund under the control of and administered by the department 6 of cultural affairs to receive gifts and other private 7 contributions for the development of the statue or suitable 8 monument and authorizes the expenditure of moneys from that 9 fund for that purpose.
