  1  1    Section 1.  Section 257.8, subsections 1 and 2, Code 2017,
  1  2 are amended to read as follows:
  1  3    1.  State percent of growth.  The state percent of growth
  1  4 for the budget year beginning July 1, 2014, is four percent.
  1  5 The state percent of growth for the budget year beginning July
  1  6 1, 2015, is one and twenty=five hundredths percent. The state
  1  7 percent of growth for the budget year beginning July 1, 2016,
  1  8 is two and twenty=five hundredths percent. The state percent
  1  9 of growth for each subsequent budget year shall be established
  1 10 by statute which shall be enacted within thirty days of
  1 11 the submission in the year preceding the base year of the
  1 12 governor's budget under section 8.21.  However, if the statute
  1 13 establishing the state percent of growth for a budget year is
  1 14 not enacted within thirty days of the submission in the year
  1 15 preceding the base year of the governor's budget under section
  1 16 8.21, the state percent of growth for that budget year is four
  1 17 percent. The establishment of the state percent of growth for
  1 18 a budget year shall be the only subject matter of the bill
  1 19 which enacts the state percent of growth for a budget year.
  1 20    2.  Categorical state percent of growth.  The categorical
  1 21 state percent of growth for the budget year beginning July
  1 22 1, 2014, is four percent. The categorical state percent of
  1 23 growth for the budget year beginning July 1, 2015, is one and
  1 24 twenty=five hundredths percent. The categorical state percent
  1 25 of growth for the budget year beginning July 1, 2016, is two
  1 26 and twenty=five hundredths percent. The categorical state
  1 27 percent of growth for each budget year shall be established
  1 28 by statute which shall be enacted within thirty days of
  1 29 the submission in the year preceding the base year of the
  1 30 governor's budget under section 8.21.  However, if the statute
  1 31 establishing the categorical state percent of growth for a
  1 32 budget year is not enacted within thirty days of the submission
  1 33 in the year preceding the base year of the governor's budget
  1 34 under section 8.21, the categorical state percent of growth
  1 35 for that budget year is four percent. The establishment of
  2  1 the categorical state percent of growth for a budget year
  2  2 shall be the only subject matter of the bill which enacts the
  2  3 categorical state percent of growth for a budget year. The
  2  4 categorical state percent of growth may include state percents
  2  5 of growth for the teacher salary supplement, the professional
  2  6 development supplement, the early intervention supplement, and
  2  7 the teacher leadership supplement.
  2  8    Sec. 2.  EFFECTIVE UPON ENACTMENT.  This Act, being deemed of
  2  9 immediate importance, takes effect upon enactment.
  2 10    Sec. 3.  APPLICABILITY.  This Act applies to school budget
  2 11 years beginning on or after July 1, 2018.
  2 12                           EXPLANATION
  2 13 The inclusion of this explanation does not constitute agreement with
  2 14 the explanation's substance by the members of the general assembly.
  2 15    This bill modifies the requirements for enacting the state
  2 16 percent of growth and the categorical state percent of growth
  2 17 under Code section 257.8.
  2 18    Current law requires the state percent of growth and the
  2 19 categorical state percent of growth to be established by
  2 20 statute within 30 days of the submission of the governor's
  2 21 budget in the year preceding the base year. The bill
  2 22 provides that if the statute establishing the state percent
  2 23 of growth for a budget year is not enacted within 30 days of
  2 24 the submission in the year preceding the base year of the
  2 25 governor's budget under Code section 8.21, the state percent of
  2 26 growth for that budget year is 4 percent.  The bill establishes
  2 27 a similar requirement for the failure to enact the statute
  2 28 establishing the categorical state percent of growth for a
  2 29 budget year.
  2 30    The bill takes effect upon enactment and applies to school
  2 31 budget years beginning on or after July 1, 2018.
