  1 An Act related to agreements between municipalities of this
  2    state for the provision of fire and emergency services.
  3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  Section 28E.32, subsection 2, Code 2015, is
  1  2 amended to read as follows:
  1  3    2.  The written agreement shall state the purposes of the
  1  4 agreement and the services to be provided. The agreement shall
  1  5 state the duration of the agreement and provide for renewal or
  1  6 cancellation of the agreement.  The agreement shall provide
  1  7 for budget and revenue commitments from each municipality and
  1  8 include financial information related to the acquisition,
  1  9 maintenance, and depreciation of equipment and facilities
  1 10 necessary to fulfill the agreement and a statement that the
  1 11 municipalities have considered whether the agreement under this
  1 12 section should also include, in part, an agreement executed
  1 13 pursuant to section 28E.41 to provide for the construction or
  1 14 acquisition, furnishing, operation, or maintenance of any joint
  1 15 public building or buildings for common use.
  1 16                           EXPLANATION
  1 17 The inclusion of this explanation does not constitute agreement with
  1 18 the explanation's substance by the members of the general assembly.
  1 19    This bill relates to agreements between municipalities of
  1 20 this state for the provision of fire and emergency services.
  1 21 The bill requires that such agreements include budget and
  1 22 revenue commitments from each municipality entering into such
  1 23 an agreement. The bill also requires that such an agreement
  1 24 include financial information related to the acquisition,
  1 25 maintenance, and depreciation of equipment and facilities
  1 26 necessary to fulfill the agreement and a statement that the
  1 27 municipalities have considered whether the agreement should
  1 28 also include, in part, an agreement executed pursuant to Code
  1 29 section 28E.41. Agreements entered into pursuant to Code
  1 30 section 28E.41 may include political subdivisions, including
  1 31 school districts, that are not municipalities as that term is
  1 32 defined in Code section 28E.32.
