H.F. 385 Section 1. NEW SECTION . 8A.379 Electric vehicle charging 1 stations —— capitol complex. 2 The director shall install four electric vehicle charging 3 stations available to the public for use on the state capitol 4 complex grounds. Notwithstanding section 452A.41, an excise 5 tax or fee shall not be charged to any person who uses the 6 electric vehicle charging stations installed pursuant to this 7 section. 8 Sec. 2. Section 306C.21, Code 2023, is amended by adding the 9 following new subsection: 10 NEW SUBSECTION . 3. The department shall install at least 11 one electric vehicle charging station available to the public 12 for use at every interstate rest area. Notwithstanding 13 section 452A.41, an excise tax or fee shall not be charged to 14 any person who uses the electric vehicle charging stations 15 installed pursuant to this section. 16 EXPLANATION 17 The inclusion of this explanation does not constitute agreement with 18 the explanation’s substance by the members of the general assembly. 19 This bill requires the director of the department of 20 administrative services to install four electric vehicle 21 charging stations available to the public for use on the state 22 capitol complex grounds, and the department of transportation 23 to install at least one electric vehicle charging station 24 available to the public for use at every interstate rest area. 25 The bill prohibits an excise tax or fee from being charged 26 to any person who uses the electric vehicle charging stations 27 installed pursuant to the bill.
